get done. nbc's tracie potts has more for us from washington. good morning to you. >> reporter: good morning, they got out without making a decision on the tax cuts. democrats want to extend them for the r for the middle class. republicans want to extend them for everyone. that decision now pushed back until after the election. in the house, 39 democrats side with republicans on that vote to adjourn without dealing with taxes. but there was a flurry of activity several items approved, including a 9/11 victims compensation fund that will be reopened and the government will also pay for health care for ground zero workers. that had been opposed, saying it was another big $7 billion entitlement program. a temporary spending bill was passed. the government's fiscal year ends today. temporary spending bill will allow the government to continue operate for another two months, and some major changes coming to nasa. the space shuttle program and the space station will continue, but the constellation program sending astronauts back to the moon, that will end. veronica? >> sounds like congress

frustrated with what congress didn't get done. tracie potts has more for us from washington. >> reporter: good morning, everyone. there was no decision on taxes, what to do about extending the bush tax cuts at the end of the year. democratic leaders had said they will not deal with that before the election. that's exactly what happened. but they barely got out of town without doing so in the house after a last-minute speech by republican leader john boehner that drew 39 democrats to his side. in the end, they agreed to adjourn without dealing with taxes by just one vote. but there was a flurry of activity before the house adjourned. they did approve several bills, including a stopgap spending measure so the government can continue to function for another two months. the fiscal year ends tomorrow. thealso approved a nasa bill that deals with the future of that program, extends both the space shuttle and the space station programs and ends the bush era program that would have landed astronauts on the moon once again. finally, a 9/11 program was extended, as well, in fact, appr

operations center joins us live on the phone. good morning. mr. any flooding in the city? but we have received reports of localized flooding come around the patapsco avenue. . the road is already close. historically we have instances of flooding there. with the amount of rain we had overnight, that area is already under water. >> when we anticipate heavy rain, there are pockets where you know it is going to flood. to try to get a jump on things? >> yes. we try to utilize transportation and assets so that it frees up fire employees so they cannot respond to major emergencies. the usual suspects are the 83 corridor, jones falls, middle mill up around the mount washington area. and the fells point area. we're not too concerned with the storm surges. given the amount of rain that is falling, and the cells did seem to be all over the place, it is anybody's guess on work the flooding will be the worst. it could be an area where there is not a stream or a tributary at all, where a storm drain becomes clogged. so we're keeping an eye on everything today. >> what can people do to make the situ

of us, in fact, i am just looking around the room. i think it is fair to say that nobody remembers the economy of the great depression, so the worst economy that we have gone through, maybe one, maybe one, maybe a couple, but you guys look really good for your age. the 1981 recession, and this was worse than the three other recessions combined in terms of job loss and how it affected incomes, so that is going to have an effect on the entire generation. it means that they are worried about the future in a way that most of us were not worried. i think that this generation, the suns generation, they do not take things for granted. i think they think about the community and other people. they do not have a narrow focus. i am very impressed with it. their future will be fine, but in the short term, what i say to them is, first of all, we are doing everything we can to make sure they can get the best education. one of the things that we did this year is we were able to change the student loan program of the federal government to save about $60 billion that is going to go directly to stud
